Office of Personnel Management Human Resources Specialist in Washington, District Of Columbia

Summary As a Human Resources Specialist at the GS-0201-14, you will be part of the Labor Relations team in Accountability and Workforce Relations, Workforce Policy and Innovation. If selected, you will be responsible for serving as a technical expert and performs Labor -Management Relations staff work of high technical difficulty and carries out other important assignments in implementing OPM's leadership responsibilities for the Executive Branch's labor-management program. Responsibilities Identifies and recommends case studies which analyze current case law, legislation, collective bargaining, and other labor relation subjects under the Federal Service Labor-Management Relations Statute. Leads or serves on various OPM and other agency work groups in developing legislative and regulatory initiatives on personnel matters that may have collective bargaining implications. Interprets laws and resolves conflicts between statutes, case law, and existing policies. Advises program officials on consulting with labor organizations on personnel policy proposals, evaluates union views and recommendations, and collaborates with OPM staff in preparing responses to union representatives, and represents OPM in meetings with union officials. Provides expert advice and guidance to Federal agencies on the Federal Government's labor management relations program through various means. Designs OPM training on LMR matters and, upon request, reviews, corrects, and updates training packages put together by other entities, such as other federal agencies and various federal training providers. Requirements Conditions of Employment Must be a U.S. Citizen or National Males born after 12-31-59 must be registered for Selective Service Suitable for Federal employment, determined by a background investigation May be required to successfully complete a probationary period Complete the initial online assessment and USAHire Assessment, if required This position is not eligible for inclusion in a bargaining unit Qualifications For the GS 14: You must have one year of specialized experience at the GS-13 grade level, or equivalent, conducting studies which analyze current case law and analyzing collective bargaining impacts on personnel management; researching and interprets laws, regulations, and case law to provide management with courses of action; and advises or provides guidance on consulting with labor organizations. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS14 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
