Army National Guard Units BUDGET ANALYST (TITLE 32) in Raleigh, North Carolina

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a BUDGET ANALYST (TITLE 32), Position Description Number D2233000 and is part of the NC G3, National Guard (JFHQ - G3 / MD 1422-316). Responsibilities As a Budget Analyst, GS-0560-09, you will perform developmental assignments. Performs moderately difficult and complex assignments consisting of well-precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques; execute budget; continually analyze and evaluate changes and gaps in program plans and funding; review expenditure of G-3 appropriations, re-imbursement allocations and transfer of funds; review funding documents for assigned appropriations; allocate appropriated funds to individual activities/functional areas based on an analysis of activity budget estimates, historical expenditures, quarterly projections, and approved funding; review, edit, and consolidate annual and multi-year budget estimates for assigned organizations and programs into a consolidated budget request; prepare or edits narrative justification and projected funding needs, and assures data in request is formally and accurately documented in a wide variety of forms, schedules, and reports; perform program analysis of actual expenditures compared to planned utilization of annual budget and/or allotment authority, evaluates fund availability to achieve balance of approved objectives and determines where reprogramming actions may be necessary; provide financial advice, interpretation, and guidance on a variety of budget related matters, to include types of funding available, budgetary changes, and year-end closeout procedures; prepare written correspondence and other documentation; performs other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: Enlisted (E4 to E7), Warrant Officer (WO1 to CW4) and Officer (O1 to O3) Minimum Requirements: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: must have at least 12 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. Must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Additional Specialized Experience Required: Candidate must be eligible for entry into the position's financial management certification career program based on the position's GS-grade and/or the candidate's military rank before final approval and appointment is processed. A candidate must have at least 3 months of finance budget experiences and competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. As a condition of continued employment in the GS-0560-09 position and dependent on the position's certification level and contingent on the employee's military rank, the employee must complete the higher financial management certification within 24 months of appointment to the position. Enlisted and Warrant Officers: Must have a high school diploma or general education development (GED) diploma. An under-graduate degree from an accredited college/university is optimum. Army National Guard Second and First Lieutenants must be actively pursuing an undergraduate degree with at least 90 validated credit hours in a specified program. For Captains and above, must have an undergraduate degree from an accredited college/university. Substitution of Education for Specialized Experience: must have a completed undergraduate or graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Applicants, who completed a military financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-09 level positions. Education You must provide transcripts documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
