Description

CITY OF NORFOLK: Department of Public Works, Division of Environmental Storm Water Management is seeking a Construction Inspector III to manage and coordinate the Storm Water construction projects to address state and federal regulatory mandates for water quality improvement. Due to the increased number of storm water construction projects utilizing additional funding obtained through grants and enhanced storm water revenue, this position will ensure better project management and accounting controls. To ensure projects meet stringent standards, inspections and maintenance on storm water management facilities will have better technical controls which will result in optimized pollution reduction and decreased long-term maintenance requirements. This position will ensure adequate data collection, project management, and reporting during project construction to ensure regulatory mandates are addressed.

The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk’s citizens, businesses and visitors, including the City’s Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.

Hiring Salary Range: $50,624 - $55,686

Essential Functions

Essential functions include but are not limited to:

  • Manages and coordinates construction projects and performs quality assurance by visiting and inspecting job sites; ensuring compliance with plans, specifications, and state standards; reviewing and interpreting plans, specifications, and contracts; and conducting final inspections.

  • Monitors project status and assist with resolving problems by meeting with engineers, consulting with contractors, coordinating with environmental regulatory staff, attending progress meetings, and organizing design changes where applicable.

  • Performs project administration by planning time frames, reviewing process payment applications, reviewing invoices for accuracy, preparing correspondence, evaluating cost estimates, monitoring, and managing budgets, and maintaining project status reports.

  • Performs and tracks on-site inspections.

  • Ensures compliance with federal, state, and local standards and specifications. Ensures compliance with the Erosion and Sediment Control Act, the Storm Water Management Law, Proper Traffic Control, and Work Zone Safety.

  • Performs code enforcement by issuing Notice of Violations or Summons. Must be able to represent the City in court hearings regarding violations.

  • Provides technical support to in-house Operational and Environmental staff.

  • Directs snow, ice, flooding, and debris removal operations during emergency conditions.

  • Supervises and participates in the evaluation of problems in the field to determine the most satisfactory and cost-effective solutions.

  • Represents the division in meetings with architectural and engineering firms, consultants, contractors, civic leagues, elected officials, other City departments, and the public.

  • Conducts field evaluation and coordinates with stakeholders.

  • Responds to citizen requests, civic groups, and interdepartmental agencies. Performs duties by providing public information, receiving citizen inquires and complaints, investigating problems, developing solutions, participating in public meetings, providing status reports, attend inter and intra departmental meetings and serving on committees.

  • Work requires the ability to read blueprints, technical specifications, construction specifications, contracts, city codes, and performance specifications.

  • Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, algebra, geometry, and trigonometry.

  • Work requires the ability to write letters, correspondences, create and maintain various forms, e-mails, project minutes and letters.

  • Manages responsibilities that include planning and conducting final inspections, continuous review of multiple contractor’s work, coordinate work efforts with utilities companies and various city construction crews, assisting and mentoring inspectors.

  • Requires normal hearing, peripheral vision, and depth perception to safely work in right-of-ways with high volume of vehicular traffic or on construction sites.

  • Walks, stoops, climbs, lifts, traverses difficult terrain, construction sites and shoreline areas. Must be physically cable to carry testing equipment and tools without difficulty.

Education/Experience

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

Additional Information & Requirements

  • Virginia Department of Environmental Quality Storm Water Inspector certification must be obtained within 1 year of employment.

  • Virginia Department of Environmental Quality Erosion and Sediment Control Inspector certification must be obtained within 1 year of employment.

  • Special Police Commission must be obtained within 6 months of employment.

Work Hours: Monday – Friday 7:00am to 3:30 pm; 40 hours per week every week; Work schedule will occasionally need to be flexible to accommodate construction projects.

Signing Bonus: This position is eligible for a one-time $5000 sign on bonus

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
