The Data & Analytics division plays a critical role in enabling GEHA as a data driven enterprise. Its mission is to ingest, manage, and transform the enterprise’s data assets into actionable insights to enable GEHA’s strategy and mission to empower our members to be healthy and well.

The Enterprise Data Architect is responsible for aligning the future state data architecture with enterprise strategic goals and objectives. This role collaborates with Data & Analytics leadership and staff, Technology division partners, and subject matter experts from cross-functional business areas to define standardized data policies and procedures and ensure that data management, integrations, and models, are optimized to support a data driven organization. This position will understand the needs of the business and champion enterprise data architecture and modeling that will support execution. This role will collaborate across the organization to ensure alignment across the longitudinal evolution of capturing data to creating actionable insights into the enterprise architecture.

The ideal candidate will have experience in enterprise-level data architecture, preferably in health care or insurance, with a deep understanding of the latest trends, tools, and best practices

SKILLS

Primary Responsibilities:

· Establishes policies and procedures for enterprise data architecture including policies for standardizing data systems and data software across the enterprise.

· Acts as technical mentor for members of the Data & Analytics division, providing input and feedback to others. Review business requirements documentation, technical design documentation, data flow documentation, and participate in peer review cycles with technical & non-technical counterparts.

· Establishes and maintains documentation of programs, user guides, policies, data flow documentation, and procedures, particularly in support of the acceptance of solutions as credible to non-technical users of information.

· Collaborates with Analysts, Developers, Engineers, Data Architects, BI Developers, and Data Scientists in the development and integration of data, insights, and solutions within the purview of the Data & Analytics division.

· Provides oversight, input, design, and implementation support for new solution development, including but not limited to new data platforms, primary & secondary storage environments, business intelligence solutions, Service Orientation Architecture (SOA), etc.

· Evaluates existing applications and systems and recommends improvements, modifications, and opportunities for innovation.

· Responsible for creating and maintaining the catalog of architectural diagrams used by the team.

· Support the enablement of Data Governance program, including guidance, stewardship, and frameworks for managing data across the organization and identify opportunities for data reuse, migration, or decommission.

· Recommends training in new technologies to keep the GEHA development staff on the cutting edge.

· Encourage and support a self-service architecture to promote a trusted source of distributed analytic capabilities and insights, leading the enterprise in its goal to be an insight-driven organization.

Education Requirements

· Requires a bachelor’s degree from an accredited college/university in a data, technical, or computer systems related discipline.

· Master's Degree Computer Science, Informatics, Information Systems, or another quantitative field Preferred

· Additional years of qualifying work experience may be considered in lieu of formal education.

Experience Requirements

· Requires at least 12 years of experience in Enterprise Data & Analytics, including Data Management (Master Data management, Reference Data Management, Data Quality), Data Warehouse, and Business Intelligence disciplines

· At least 7 years of experience in data warehousing platforms/tools (Data Models, ETL/ELT solutions)

· At least 2 years of experience working with at least one of the public cloud platforms, Azure preferred.

· Strong experience in on prem (SQL Server) and Cloud data tools (Azure preferred)

· Solid experience and understanding of ESB/ETL tools such SQL Server Integration Services (SSIS), Azure Data Factory, Data bricks, and Snowflake. Experience in supporting API integrations preferred.

· Extensive experience in dimensional data modeling, such as star schemas, snowflake, normalized and de-normalized models, handling slow-changing dimensions/attributes.

· Expertise in data modeling software such as Erwin or other comparable tools.

· Experience with health care data and data models is preferred.

· Experience loading data stores and ensuring processes are configurable, resilient, and performant.

· Proven ability to work independently to coordinate and solve highly complex technical data transformation issues.

· Strong experience in agile methodologies. In depth knowledge of agile development practices using Azure DevOps and Continuous Integration and Continuous Development tools.

· Experience observing change management and code promotion through non-production environments.

· Ability to effectively communicate with customers to clarify data format requirements and negotiate compromise.

· Demonstrates the ability to support multiple projects in parallel.

· Maintains knowledge of current and upcoming technologies to promote innovation.

· Mentor junior architects, modelers. developers, and conducts code reviews and acts as a resource to others to resolve complex problems.

· Works under minimal supervision with wide latitude for independent judgment.

· Previous experience in large corporate transformations is preferred.

  • Must have the ability to provide a non-cellular High Speed Internet Service such as Fiber, DSL, or cable Modems for a home office.

  • A minimum standard speed for optimal performance of 30x5 (30mpbs download x 5mpbs upload) is required.

  • Latency (ping) response time lower than 80 ms

  • Hotspots, satellite and wireless internet service is NOT allowed for this role.

  • A dedicated space lacking ongoing interruptions to protect member PHI / HIPAA information

Please note that the salary information is a general guideline only. GEHA considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/training, key skills, internal peer equity, as well as, market and business considerations when extending an offer.

The annual base salary range for this position is $136,120 - $191,880 USD.
