Job Description:

Summary:

Reporting directly to the Director of Rail Training, provide supervision and oversight of daily activities of assigned Rail Training Principal Supervisor(s) and Mechanical-Technical Instructors, including leading, training, coaching, mentoring, onboarding, and evaluation.

Roles and Responsibilities:

  • Leading by example, supervise Principal Supervisor(s) and Senior Training Specialist Instructors of Mechanical-Technical in the planning, directing, and distribution of work.

  • Liaise with external agencies and multiple stakeholders to assess business trends for continuous improvement.

  • Supervise Principal(s) to manage the presentation and delivery of technical training programs, ensuring best practices within industry standards are developed and executed.

  • Collaborate with the RTD’s Instructional Design & Development Team (IDD) to analyze, continuously update, and improve training syllabi and materials to advance strategic learning priorities.

  • Partner with Director of Rail Training in evaluating training programs, and analyzing performance data metrics to determine the level of performance improvement required or achieved as a result of training initiatives.

  • Supervise Principal(s) to evaluate and review training materials developed by equipment manufacturers and other outside training consultants and find ways to efficiently incorporate data to update program training materials.

  • Provide internal consultant services to Rail Operations and Human Resources on program training and employee development issues.

  • Partner with CFR-243 Compliance Specialist to maintain compliance with FRA requirements including but not limited to initial and refresher training.

  • Participate in all training-related projects as assigned, including but not limited to assistance at conferences or programs, and any other projects requested by management.

  • Conduct annual performance appraisals for direct reports promptly, and design development plans for employees within supervisory scope.

  • Responsible for overseeing budget allocation and financial management for the mechanical-technical program department.

  • Responsible for maintaining and updating the RTD dashboard & data model for efficient management of Mechanical & Technical training data and statistics.

  • Perform other duties as directed.

Education, Experience, and Qualifications:

Minimum:

  • Bachelor’s Degree in Transportation, Business Administration, Liberal Arts, Vocational Education, or related area from a US Department of Education accredited college or university.

  • Plus, ten (10) years of directly applicable experience in transportation, training, rail management, or program facilitation.

  • Demonstrated leadership skills including leading by example, effective communication skills, and ability to develop effective business partnerships with various stakeholders.

  • A maximum of two years of closely related experience can be substituted for two years of education required.

Preferred:

  • Experience in the design, development, presentation, and/or evaluation of technical skills and/or management development training programs desired.

Knowledge and Skills:

Essential:

  • Proven ability to effectively supervise, coach, motivate, and mentor employees.

  • Ability to demonstrate subject matter expertise in Mechanical & Technical programs.

  • Demonstrated ability to think strategically and address future challenges in alignment with organizational long-term goals.

  • Exceptional written and verbal communication skills required.

  • Experience instructing in both a classroom and remote learning environment.

  • Ability to cultivate strong business relationships both internally/externally to drive business improvements.

  • Demonstrated skill and proficiency using Microsoft Office Tools (i.e., Microsoft Word, Access, Excel, PowerPoint, and MS Teams) with strong presentation, written and verbal skills required.

Preferred:

  • Ability to proactively recognize opportunities for improvement and development, ability to execute on new ideas to improve training programs desired.

  • Experience in change management processes and implementation.

  • Proficient in utilizing Smartboard and other technologies to enhance Mechanical & Technical training operations.

Certificates, Licenses, Registrations:

  • Appropriate certification, (e.g., NORAC, QMP, Locomotive Engineers Certification, Conductors Certification), is required based on assignment.

Physical Demands:

  • Ability to work on computer both remotely and office environment.

  • Ability to stand during in-person training sessions as needed to evaluate Instructors/Trainees.

  • Ability to climb onto all types of locomotive cars to evaluate Instructors/Trainees during field work exercises.

  • Ability to walk track distance (approx. 1 mile) as needed to evaluate Instructors/Trainees during field training exercises.

Working Environment:

  • In person/Office/Remote/Field

Other Conditions:

  • Flexibility to work as needed including evenings and weekends.

Supervision Given to:

  • Principal Supervisor Training Specialist(s).

  • Senior Training Specialists (Mechanical-Technical Instructors) as needed.
