Job Summary

  • Has responsibility for the organization, planning, direction, staffing, budgeting, and control of all activities that fall under the management responsibilities of Facility Planning, Engineering and Construction which provides the following core services:

  • Facilities Strategic Planning

  • Capital Construction Project Management

  • Engineering and Design

  • Facilities Services

  • Energy Management and Sustainability

  • Decontamination and Decommissioning Coordination with Facilities

  • Facilities Business Administration (Matrix Reporting)

Responsibilities

  • Assists Director, FSO with day-to-day organizational responsibilities.; Develops rapport and builds relationships both internal and external organizations.

  • Attends meetings with key stakeholders.

  • Supports Director, FSO in implementation of FSO strategy. Utilizes knowledge of FSO organization to further organizational objectives.

  • Serves as the designated backup to Director in the Director's absence.

  • Manages administrative functions such as hiring, training, staff development, performance management, and reassignment. Administers salary and status changes subject to one-over-one approval.

  • Manages outsourced contractors and consultants to complete projects. Establishes and monitors budgets, schedules, staff, and material costs. Sets goals and priorities, establishes staffing requirements, implement plans, monitors progress, and modifies the plans as needed to meet the goals of the organization.

  • Establishes and integrates the Capital Construction Projects goals as an integral part of Facilities Strategic Planning to ensure alignment with Battelle's Strategic Plan. This includes providing infrastructure and long range facilities needed to meet the business requirements of the various research divisions at King Avenue and West Jefferson, and providing management leadership needed to ensure the various core services goals are consistent with Battelle's business plan.

  • Manages the activities of the Capital Construction Project Management staff, integrating a variety of results-oriented activities in the areas of project management, engineering and design to include electrical and mechanical engineering support, and major construction. This requires the identification of research and infrastructure facility needs and the establishment of long-range goals in construction programs.

Responsibilities

  • Oversees the management of the Engineering and Design staff responsible for developing and completing multi-component construction programs for new structures and building alterations in support of Battelle's research objectives. Provides planning and develops facility designs, drawings, specifications, and cost estimates. Solicits and evaluates proposals for services, initiates requisitions, monitors performance, and approves payment of invoices. Ensures compliance with applicable codes and regulations to protect Battelle staff, property, visitors, and neighbors from hazardous or life-threatening situations. Updates and maintains physical plant engineering and design drawings in conjunction with projects and space database.

  • Oversees the management of Facilities Alterations & Maintenance which is responsible for all building alterations, and supporting of activities required to meet Battelle’s long range goals of utilizing space and continued leasing of some Battelle facilities, as well as construction and maintenance activities associated with building exteriors and grounds, including roofs, roads, parking lots, and walkways.

  • Directs, with Energy and Sustainability Program Manager, the management and coordination of the energy management activities to promote energy conservation, as well as ensure investments in energy related equipment and systems provide maximum return on investment. Ensures tracking of recycling, waste, and greenhouse gas emissions across the company and supports general reporting requirements.

  • Provides project review and oversight between the Decontamination and Decommissioning activities and Facilities involving the major buildings at King Avenue and West Jefferson to ensure the best possible integration of Battelle’s Research/Facilities goals and resources.

  • Ensures team alignment with corporate safety culture and maintains awareness of operational risks and opportunities for improvements.

  • Integrates and partners with Battelle Finance, Risk Management, and Legal teams to ensure that the appropriate financial and IRS accounting procedures and guidelines are applied to all construction activities. Reviews all Requests for Capital Acquisitions. Interacts with Property and Accounting to determine appropriate accounts, depreciation schedules, and archive records.

Key Qualifications

  • Bachelor's degree in Mechanical Engineering or in Civil, Electrical, or Construction Engineering; eight years construction experience, including three years managing design, operations and maintenance, and cost estimating; or an equivalent combination of education and experience in a related field

  • Technical course work or expertise in energy management as related to buildings and construction, as well as contract administration.

  • PE certification or equivalent.

  • Five years of experience working with relevant policy, procedures, and operations.

  • Special skills include effective oral and written communications, excellent analytical and organization skills, and proven negotiation skills.

Preferred Qualifications

  • M.B.A. or special business training that includes accounting, finance, and business law.
