Koniag Professional Services is currently seeking an experienced and motivated Facilities Operations Manager (FOM) to play a pivotal role in the management and operation of the Federal Law Enforcement Training Center (FLETC) in Charleston, SC. As a key figure within our team, the Facilities Operations Manager will be directly responsible for supporting the comprehensive management and coordination of services required under this contract.

This role offers a unique chance to significantly contribute to the operational excellence of a key federal training facility, directly impacting the safety, efficiency, and training quality for law enforcement personnel. The successful candidate will ensure the highest standards of service and facility management, positioning themselves as an instrumental figure in the operation of the Federal Law Enforcement Training Center.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • You shall support the Program Manager to meet the overall financial and operational management, the coordination for the work required under this contract and shall act as a central point of contact with the Government You shall participate as a Key Team member and shall meet with the designated Technical Representative(s) and the Contracting Officer bi-weekly. A mutual effort will be made to resolve all problems identified. Written minutes of these meetings prepared by our office shall be provided to the Contracting Officer. Should the Government not concur with the minutes, you will assist in developing a remedial action plan (RAP) to the Government form their concurrence with 72 hours of notice from the Government.

  • You shall support the Program Manger to ensure we are providing in a reliable, timely manner all the services necessary to ensure the successful operation of the Department of Homeland Security Facility and in such a fashion as to not impact the operations of the training facility or disrupt its programs. This includes management and direction of the Transportation Manager, Dormitory Manager, Janitorial Service Manager, Food Service Manager, Grounds Maintenance Supervisor and Pool Operator.

  • Operational Oversight: You will oversee all daily operations, including all boiler and HVAC systems on the campus, ensuring they operate efficiently and meet all necessary regulations and standards. This includes monitoring system performance, troubleshooting issues, and making adjustments as needed to optimize energy use and ensure comfort.

  • Preventive Maintenance: Develop and implement a comprehensive preventive maintenance schedule for all heating, ventilation, and air conditioning systems, as well as boilers. This includes regular inspections, cleaning, servicing, and timely replacement of worn parts to prevent downtime and extend the lifespan of equipment.

  • System Upgrades and Replacement: Evaluate the efficiency and capacity of existing boiler and HVAC systems and recommend upgrades or replacements as necessary. This involves staying updated with the latest technologies in heating and cooling solutions that could enhance system performance and energy efficiency.

  • Emergency Response Management: Establish and lead a responsive emergency repair team capable of addressing and resolving unexpected boiler and HVAC failures. This includes creating standard operating procedures for emergency situations to minimize system downtime and disruption.

  • Building Automation Systems (BAS): Utilize building automation systems to centrally control the boiler and HVAC operations, ensuring optimal performance and energy efficiency. Monitor the BAS for alerts and performance issues, and adjust controls as needed to maintain system efficiency.

  • Compliance and Safety: Ensure all boiler and HVAC operations comply with federal, state, and local regulations and standards, including those related to safety, emissions, and energy use. Keep abreast of changes in legislation that could affect system operations and compliance. Manage the Senior Boiler Technician and HVAC Senior Technician.

  • Shall direct the Facility Planner and Estimator.

  • Shall Coordinate with the Range Master.

  • Financial and Administrative Responsibilities

  • Budget Management: Develop and manage the budget for boiler and HVAC operations, including forecasting costs for maintenance, repairs, upgrades, and energy consumption. Ensure all financial allocations are used efficiently to support system sustainability.

  • Record Keeping and Reporting: Maintain detailed records of all inspections, maintenance, repairs, and replacements related to the boiler and HVAC systems. Prepare and present regular reports on system status, challenges, and performance metrics to the senior management team.

  • Vendor and Contractor Management: Coordinate with external vendors and contractors for specialized maintenance and repair services. Oversee contract negotiations and ensure that all external services meet the campus’s standards for quality and reliability.

  • Training and Development: Train and develop the facilities team on best practices for boiler and HVAC system maintenance and safety protocols. Encourage continuous learning and certification in new technologies and methods.

  • Shall have proficiency in oral and written communications in English.

  • Shall have basic computer skills including the ability to input data into the system and generate various reports and correspondence as required.

Requirements

  • DHS Clearance Required.

  • Must have a valid Driver’s License. (CDL Preferred)

Education:

  • Must possess at least a bachelor’s degree in the relevant field to include:

  • Facility Management

  • Business Administration

  • Engineering (Civil, Mechanical, Electrical)

  • Construction Management

  • Property Management

  • Pluses

  • Certified Facility Manager (CFM)

  • Facilities Management Professional (FMP)

  • Building Owners and Managers Institute (BOMI) Certifications:

  • Facilities Management Administrator (FMA)

  • Systems Maintenance Administrator (SMA) designations.

  • Project Management Professional (PMP)

  • Certified Energy Manager (CEM)

Work Experience, Knowledge, Skills & Abilities:

  • Shall possess at least 3 years of recent (within the past 10 years) responsible experience in the management and supervision of complex commercial and institutional facilities involving facility operations and maintenance of the approximate size and characteristics of the FLETC Complex.

Office Location and Travel:

  • Duty Station: Charleston, SC. Federal Law Enforcement Training Center Campus.

  • Occasional travel may be required to other FLETC campus sites and/or to KPS HQ located in Chantilly, VA

Working Environment & Conditions

50/50 Mix of Office and outside fieldwork. Field work may be over moderately rough terrain and may occur during inclement weather. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit or stand, walk, climb stairs, and go through industrial equipment areas for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress. The incumbent must occasionally lift and/or move up to 50 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
